“Done” means source-complete

When the gate goes green and the candidate lands on the target branch, the note is done — but done means the source is complete, not that anything is running anywhere.

Deployment is a separate promotion transaction: immutable releases, atomic pointer flips, and bounded rollback, observed as its own effect with its own evidence.
